Priority 2

Everyone should be able to feel safe at KU Leuven

There is nothing wrong with setting boundaries. The problem is with who crosses the boundaries. Whether it's about sexual behavior or bullying, intimidation or verbal abuse: it's not ok.

The law is clear. But in practice it turns out that transgressive behavior is difficult to curb. Also at KU Leuven. Hierarchy creates dependency relationships. These often prove to be a breeding ground for transgressive behaviour. And they raise the threshold to do something about it.

The deontological code of KU Leuven is too vague. This becomes clear when we make a comparison with universities abroad or other sectors with strong dependency relationships.

KU Leuven's approach can and must therefore be a lot stronger.

At the moment there is only a disciplinary policy for students, not for staff. That offers little preventive action or options to protect victims.

Despite the efforts of the confidential counsellors, the confidential network also suffers from structural shortcomings. Many reports remain unresolved. The network therefore inspires little confidence.

The 'external' reporting point at Idewe also appears to be not entirely neutral. The ties between the reporting center and KU Leuven are too close to make a report in complete confidence.

How can it be better?

  • A stronger deontological code

  • An adapted disciplinary regulation

  • Information and training about transgressive behaviour

  • A truly external and objective hotline

  • Support for victims

  • A safe and respectful workplace
